一、项目简介
国家自然科学基金优秀青年科学基金项目（海外）由国家自然科学基金委员会于2021年起设立，旨在充分发挥科学基金引进和培养人才的功能，吸引在自然科学、工程技术等方面已取得较好成绩的海外优秀青年人才回国（来华）工作，助力青年人才快速成长。
二、申请条件
优秀青年科学基金项目（海外）的申请人应当具备以下条件：
（1）遵守中华人民共和国法律法规，具有良好的科学道德，自觉践行新时代科学家精神；
（2）出生日期在1980年9月1日以后；
（3）具有博士学位；
（4）研究方向主要为自然科学、工程技术等；
（5）在2021年4月30日前，一般应在海外高校、科研机构、企业研发机构获得正式教学或者科研职位，且具有连续36个月以上工作经历；在海外取得博士学位且业绩特别突出的，可适当放宽工作年限要求；
（6）取得同行专家认可的科研或技术等成果，且具有成为该领域学术带头人或杰出人才的发展潜力；
（7）申请人尚未全职回国（来华）工作，或者2019年9月1日以后回国（来华）工作。获资助通知后须辞去海外工作或在海外无工作，全职回国（来华）工作不少于3年。
三、学科领域
1.生物医学领域：干细胞、衰老与再生医学；感染和免疫；生物信息学与医学信息学；其他生物医学相关研究方向。
2.工程学领域：计算机科学、通信与网络，人工智能、电子、电气、机械与先进制造、机器人，纳米技术、土木与环境。
3.金融科技领域：数字化与技术金融、新产业与新技术管理、国际经济与国际金融、中国商学等。
四、工作和生活条件
浙大海宁国际校区秉承浙江大学爱才、惜才的优良传统，营造良好的学术氛围和制度环境，努力打造国际化、一流的工作和生活条件，助力各类人才实现职业发展。
1．学术环境：提供宽容开放的科研环境和国际化教学环境，由中外教师联合开展教学科研；经评估，可获得浙江大学与合作伙伴高校（UoE、UIUC等大学）的兼聘教职。
2.聘用岗位：聘任为长聘轨副教授（Tenure-track associate professor）、助理教授（Tenure-track assistant professor）。
3．薪酬奖励：提供年薪40-75万元，一人一议；并视情况给予个人配套奖励。
4．科研条件：除基金委资助的100-300万元科研经费以外，提供200-400万元科研启动经费，给予博士生、硕士生及博士后招生名额支持。国际化双语环境和国际接轨的支撑服务体系。
5．住房安排：提供舒适便捷的教师公寓，进入长聘体系的教师可以优惠价格申购校区配套的“海纳郡”人才商品房1套。
6．其他支持：提供一次性搬迁费；在海宁优先安排子女入学入托，协调解决配偶工作。校区周边汇聚了浙大一院海宁院区、浙大妇产科医院海宁分院等优质医疗资源。

浙大海宁国际校区简介：
浙江大学国际联合学院（海宁国际校区）是浙江大学战略办学基地，以国际化和学科交叉为特色，已建成浙江大学爱丁堡大学联合学院（ZJE）、浙江大学伊利诺伊大学厄巴纳香槟校区联合学院（ZJUI）两个“4+0”国内最高水平的中外合作办学机构和浙江大学国际联合商学院。2019年5月，《长三角一体化发展规划纲要》明确将国际校区打造成国际合作教育样板区。

1. Introduction of the Fund
The Research Fund of International Young Scientists was set up by the National Natural Science Foundation of China in 2021. It aims at attracting overseas young scholars (including non-Chinese talents) who have fine achievements in natural science and engineering field back to (work in) China and facilitate their growth.
2. Required Qualifications
a. Abiding by the laws and regulations the People's Republic of China, having good research ethics, and being good practitioner of the spirit of science.
b. Born after September 1st, 1980.
c. With a PhD degree.
d. With main research areas of natural science, or engineering etc.
e. Having obtained a formal teaching or research position in an overseas university, research institute or R&D branch of enterprises prior to April 30, 2021, plus above 36 consecutive months of working experience; Requirements of working years can be relaxed for applicants with outstanding achievements.
f. Having obtained research or technical achievements recognized by peer scholars, plus the potential to become a leader in his/her field.
g. With no full-time work position in China or starting to work in China after September 1, 2019. Successful applicants are required to resign from their overseas job and work full-time in China for 3 years or longer.
3. Scholarly Areas
1. Biomedical Sciences (ZJU-UoE Institute): stem cells, aging and regenerative medicine, infection and immunology, bio-informatics and medical informatics, and other biomedical areas.
2. Engineering (ZJU-UIUC Institute): computer science, advanced communication, networking，artificial intelligence, electrical engineering and electronics, mechanical engineering and advanced manufacturing, robotics, Nano technology, and civil and environmental engineering.
3. Fintech (ZIBS): digital economy and FinTech, new industry and technology management, international economics and finance, Chinese business study.
4. Work and Living Conditions
ZJU International Campus upholds the University’s tradition of valuing our faculty and are committed to promoting their career development. We continue to optimize the campus academic environment, implement support policies, and offer internationally competitive work and living facilities.
1. Academic environment: Open and inclusive research environment and international education conditions, and a collegial internationalized faculty. Potential joint appointment between ZJU and our partnering universities (UoE, UIUC etc.) after evaluation.
2. Open Positions: Tenure-track associate professor or assistant professor.
3. Remuneration and awards: Annual salary of 400,000-750,000 RMB Yuan in line with qualifications, plus awards.
4. Research support: Besides 1-3million yuan of project fund granted by NSFC, the International Campus provide 2-4million yuan of start-up research fund plus strong support for allocation of doctor/master students and postdoctoral positions. The Campus is a bilingual campus with efficient administrative and service structure.
5. Housing arrangement: Rental of fully furnished apartment，or purchase of an on-campus Hainashire townhouse/apartment for eligible tenured/tenure-track faculty.
6. Other support: Relocating allowance; enrollment of children in preferred local schools, and assistance in seeking employment opportunities for spouse. Fine medical services provided by the two branch sections of the affiliated hospitals of ZJU in the neighborhood of the Campus. Recommendation and assistance in application of “Talent programs” at all levels.

Introduction of the International Campus, Zhejiang University
ZJU International Campus is a strategic initiative of Zhejiang University. Our guiding principle of partnering and establishing joint institutes with world-class universities has resulted in collaboration of global and interdisciplinary distinctions. To date, two leading joint institutes in China have been successfully launched with the University of Edinburgh (the ZJU-UoE Institute) and the University of Illinois at Urbana-Champaign (the ZJU-UIUC Institute). In addition, we have established the Zhejiang University International Business School (ZIBS).
